At the ASF, all software development and project leadership is executed entirely by volunteers. The ASF Board and officers are all volunteers. The ASF does not pay for development: thousands of committed individuals help make a difference to the lives of billions of people by ensuring that Apache software remains accessible to all.
The Apache maxim "Community Over Code" underscores that a healthy community is far more important than good code. In the event that the code would dematerialize, a strong community could rewrite it; however, if a community is unhealthy, the code will eventually fail as well.
The merit-driven "Contributor-Committer-Member" approach is the central governing process across the Apache ecosystem. The core Apache Group of 21 individuals grew with developers who contributed code, patches, or documentation. Some of these contributors were subsequently granted "Committer" status by the Membership, and provided access to: 1) commit (write) directly to the code repository, 2) vote on community-related decisions, and 3) propose an active user for Committership. Those Committers who demonstrate merit in the Foundation's growth, evolution, and progress are nominated for ASF Membership by existing members.

Apache IncubatorThe Apache Incubator is the entry path for projects and codebases wishing to become part of the efforts at The Apache Software Foundation. All code donations from external organizations and existing external projects enter through the Incubator to: 1) ensure all donations are in accordance with the ASF legal standards; and 2) develop new communities that adhere to their guiding principles. Incubation is required of all newly accepted projects until a further review indicates that the infrastructure, communications, and decision making process have stabilized in a manner consistent with other successful ASF projects.
Since the ASF's founding, 199 projects have successfully graduated from the Apache Incubator. Today, 52 projects are in development, applying The Apache Way to innovations in annotation, Artificial Intelligence, Big Data, cryptography, data science, development environments, Edge and IoT, email; JavaEE, libraries, Machine Learning, serverless computing, and many more categories.

IBM is using the formal unveiling of the next-generation Xeon processors from Intel today to launch a new high-density architecture that will provide a foundation for a broad range of forthcoming IBM servers.
The first substantiation of this architecture is the NeXtScale System that allows three times as many processor cores to be put in in a 1u rack server. According to Gaurav Chaudhry, worldwide marketing manager for IBM System x high performance computing (HPC), IBM is leveraging its system design expertise to deliver a system that incorporates 84 x86 systems to provide 2,016 processing cores in a 19-in. rack.
IBM is able to provide this capability, says Chaudry, by leveraging existing IBM data center technologies that include the IBM General Parallel File System, GPFS Storage Server, xCAT, software and the HPC that the company gained via its acquisition of Platform Computing in 2012.
IBM also introduced the x3650 M4 HD, an extension of its 3650-class system that includes a 12GB RAID and a 60-percent higher spindle count for higher density storage and I/O performance,
The NeXtScale System is built around the new Intel Xeon processor E5-2600 v2 product family rolled out today by Intel, which IBM is using to refresh its entire line of existing x86 severs in addition to unveiling the NeXtScale System. The latest Xeon processors package up to 12 cores in a way that Intel says is 45 percent more energy efficient than the previous generation of Xeon processors.
Chaudry says IBM is primarily focusing its server efforts on high-density data centers that are willing to invest in server architectures that allow them to deploy the maximum number of processors possible to support workloads associated with scientific applications and also cloud computing, social media and advanced analytics. As such, Chaudry says rather than thinking of NeXtScale as a point product, it’s really the foundation for a new class of servers that IBM is building for application that require high density servers that require high-performance I/O.
Whether NeXtScale systems will take those markets by storm is anybody’s guess. But what is clear is that IBM intends to compete aggressively for a portion of the x86 server market that specifically values those types of performance attributes.
Today IBM announced an ambitious plan to create a global research hub to develop next-generation AI hardware and expand their joint research efforts in nanotechnology. As part of a $3 billion commitment, the IBM Research AI Hardware Center will be the nucleus of a new ecosystem of research and commercial partners collaborating with IBM researchers to further accelerate the development of AI-optimized hardware innovations.
IBM headquarters for the AI Hardware Center will be on the SUNY Polytechnic campus in Albany, New York, and the Center will advance a range of technologies from chip-level devices, materials and architecture to the software supporting AI workloads. These efforts will push the limits of chip technology needed to meet the emerging demands of cloud computing, Big Data, and cognitive computing systems.
